“The REIR fails to give the public and our decision makers an adequate analysis of the alternatives for meeting the projected demands for freshwater in the region. In particular, the combination of water conservation, wastewater reclamation and a downsized environmentally preferable desalination facility are not considered a separate “alternative.” More importantly, the scant consideration of these alternatives in the “No Project” alternative does not discuss the environmental benefits to water quality of this course of action does not discuss the environmental benefits to water quality of this course of action - not to mention the economic benefits of reduced Clean Water Act compliance costs.” Excerpts from comments on the Poseidon desalination EIR written by the California Coastal Protection Network.
